Vietnam is stepping into the global talent race with a bold and forward-looking immigration proposal aimed at attracting high-profile individuals from around the world. In a recent announcement, the Vietnamese government revealed that it is considering a five-year visa exemption program targeted at elite foreigners, including social media influencers, Fortune 100 executives, globally renowned artists, athletes, scientists, and engineers.

If approved, this initiative could mark a significant shift in Vietnam’s immigration policy—offering long-term, multiple-entry access to the country and potentially paving the way for permanent residency.

Who Qualifies for the Proposed Visa Exemption?

The draft legislation outlines eligibility for a select group of global achievers who meet specific, high-impact criteria. These include:

Social Media Influencers

  • Must have at least 1 million followers on recognized platforms (e.g., Instagram, YouTube, TikTok, X)

  • Demonstrated influence across international or regional audiences

Corporate Executives

  • Must hold senior leadership roles in companies listed among the Top 100 global enterprises by Forbes, Fortune, or similar rankings

Distinguished Individuals in the Arts, Sports, and Sciences

  • Artists and athletes with significant international accolades or recognition

  • Scientists, engineers, and innovators with globally acknowledged contributions or affiliations with leading research institutions

This new direction aligns with Vietnam’s broader ambitions to position itself as a hub for innovation, digital culture, and global business.

What the Visa Would Offer

The proposed visa framework includes several standout features:

  • 5-Year Exemption from Standard Visa Requirements
Eligible individuals would not need to apply for a new visa for half a decade.

  • 90-Day Multiple-Entry Access
Holders can enter and exit the country freely, with each stay capped at 90 days.

  • Pathway to Permanent Residency
While not automatic, long-term visa holders may become eligible for residency through continued contribution or presence in Vietnam.

This mirrors models seen in countries like the UAE, Singapore, and Thailand, where talent visas are used strategically to attract global leaders and influencers in key fields.

Why Is Vietnam Doing This?

Vietnam’s economy is one of the fastest-growing in Asia, and its tech and cultural sectors are booming. From digital startups in Ho Chi Minh City to the rising profile of Vietnamese cuisine and fashion abroad, the country is ripe for greater global engagement.

By opening its doors to digital creators and high-level professionals, Vietnam is:

  • Enhancing soft power and cultural visibility

  • Encouraging foreign investment and knowledge exchange

  • Attracting tourism and long-stay visitors with global influence

This move reflects a growing understanding that talent and attention are new forms of capital—and that countries must compete to attract both.

What’s Next?

While the proposal has been made public, it is important to note that the legislation is still under review. The Vietnamese National Assembly is not expected to vote on the bill until Fall 2025, at the earliest.

In the meantime, relevant government agencies are reportedly consulting with stakeholders to refine the policy, define qualifying metrics, and prepare for implementation should the proposal pass.
