The Malta Permanent Residence Program, introduced on March 27, 2021, allows non-EU foreign investors to acquire a valid European residence permit swiftly and legally. Successful applicants, along with their families, gain the right to permanent residence in Malta and unrestricted travel within all Schengen countries, subject to meeting specific conditions.

The program entails a prescribed contribution to the Maltese government, a qualifying investment within the country, and a minimum donation to an approved NGO in Malta. Investors may apply for Maltese citizenship after residing continuously in Malta for a minimum of 5 years. To qualify for the program, investors must demonstrate possession of assets totaling €500,000, with €150,000 in the form of financial assets.

Malta Permanent Residency

To be eligible for the Malta Permanent Residence Program, investors must fulfill the following criteria:

  • Invest at least €98,000 into a government-approved fund (if the investor buys a property instead of renting, then the amount is €28,000)
  • Donate at least €2,000 to a registered NGO in Malta
  • Rent a home in Malta for at least €10,000 per year for the next five years (Alternatively, the investor can buy a property for a minimum value of €300,000 in the South of Malta/Gozo or €350,000 in the rest of Malta)

The total investment amount is at least €150,000.

There is no need to live in Malta to keep permanent residence status.
